Several times internet has been tried to be censored whatever blocking few websites like in China or censoring whole web by implementing various bills and treaties to control and survail people masses.

PIPA

The PROTECT IP Act (Preventing Real Online Threats to Economic Creativity and Theft of Intellectual Property Act, or PIPA) is a proposed law with the stated goal of giving the US government and copyright holders additional tools to curb access to "rogue websites dedicated to the sale of infringing or counterfeit goods", especially those registered outside the U.S.

Thus meaning United States could and would watched for every movement of any US and non-US citizen and controlling what s/he could and could not reach including, but not limited to, information on what really happens to world, speech of freedom articles and more. In short - your freedom would be limited. Intellectual freedom and information access freedom.

SOPA

The Stop Online Piracy Act (SOPA) is a United States Of America bill introduced by U.S. Representative Lamar S. Smith (R-TX) to expand the ability of U.S. law enforcement to fight online trafficking in copyrighted intellectual property and counterfeit goods.

SOPA is re-writed PIPA, in the sense to sound more applicable and not so controlling although keeping the same concept to control information movement.

ACTA

The Anti-Counterfeiting Trade Agreement (ACTA), is a multinational treaty for the purpose of establishing international standards for intellectual property rights enforcement. The agreement aims to establish an international legal framework for targeting counterfeit goods, generic medicines and copyright infringement on the Internet, and would create a new governing body outside existing forums, such as the World Trade Organization, the World Intellectual Property Organization, or the United Nations.

ACTA has been made to make SOPA and PIPA sound more reasonable. It is states as trade agreement although in real sense it is treaty between several major bodies of world, including USA, EU, Japan. Thus said internet is controlled right now in your eyesight (try upload video on youtube with a song in background of a popular artist song on radio). ACTA implementation was not covered in major media leading to think media also is controlled.
